So if the church is ENCOURAGING people to file claims and there's a victim compensation fund intended to provide payoffs for allegations about things which SUPPOSEDLY happened decades ago, then what's to stop people from filing false claims? And don't give me any BS about people not doing that kind of thing. I'd be willing to bet that ninety percent of the claims filed are false!
It's not just the Catholic church which has been plagued with false allegations made by opportunists who see allegations of inappropriate sexual conduct as an easy way to get rich. Add to the list schools (both public and private), youth sports organizations, boy scouts, etc. Most claims are false because it's so easy to get away with making false allegations. The possible payoffs are huge and the risks are only slight. But even when it comes to true allegations, the payoffs are disproportionate to the actual transgressions committed. Most cases of inappropriate sexual conduct involve a willing participant (sometimes erroneously referred to as a victim). We as a society make far too big of a deal over this kind of thing and should take it down a few dozen notches. Just think of all the time, effort, and money wasted on these cases. Enough already!
