There are four categories of reasons that come to mind which might account for these disparities:
1) Genetic or other inherent differences
2) Behavioral (including preexisting conditions such as obesity which result from long term patterns of behavior)
3) Environmental (for instance, localized pollution)
4) Social (possible differences in access to health care and other resources)
The commentary in this news piece leans heavily towards only one of these possibilities and attempts to discount the others. In other words the reporter has an obvious agenda or bias.

An isolated incident involving poor judgement of a single officer is not an excuse for looting and rioting. Stupid people take advantage of any excuse to justify criminal behavior.

When bad situations occur there are two types of people: Those who work to help those in need and maintain order and those who take advantage of the situation and use it as an excuse to commit random crimes. The key difference is IQ. Stupid people don't see the bigger picture and lack of intelligence is the key. Intelligence is mostly a matter of genetics and not something that can be altered to any significant degree.

What Else Did You Expect?
Intelligent people want an investigation and are willing to patiently wait for the outcome of that investigation. It could be that the man who was killed had some kind of unusual health condition. From the original video it did not seem that the man had been pinned down for long enough to suffocate. It's absurd to want to arrest all four officers on the scene. One of the officers may have failed to follow correct protocol, but none of the officers should have been fired or forced to resign at this point. A fair and thorough investigation should be done. There should be no political pandering. Just the facts, please. That's what intelligent people want in this situation. However, people with exceedingly low IQs allow their emotions to get out of control and use the situation as a big excuse to do whatever they think they can get away with.
