More of the same from Los Angeles
The best thing that could happen for the Owens Valley is for Los Angeles to lose all rights to water within the region. It would simplify matters and it would eliminate the influence of the idiots who live in Los Angeles!
As expected, the Los Angeles City Council approved a resolution Wednesday to support the Los Angeles Department of Water and Power lawsuit against the EPA, California Air Resources Board, BLM, State Lands Commission, and GBUAPCD. An official press release continues with statements refuted by APCD Director Ted Schade and others. LADWP insists it has been forced to use water to keep down Owens Dry Lake dust. Schade made it clear that there are three approved clean-up methods – gravel, vegetation and water. It’s DWP’s choice.

LADWP “done” with dry lake clean up in face of continued pollution
Well, they're at it again! This saga just never seems to end! There are a bunch of similar articles posted on the old forum showing that the LADWP has a habit of shirking its responsibilities. They want to take all the water they can and do as little for the people of Owens Valley as possible. All water rights should be returned to Owens Valley and Los Angeles should be forced to pay for the water they steal!
No longer interested in paying any more for drying up the lake, DWP wants the court to strike down their signed agreement with APCD and the State Air Resources Board to clean up the dry lake dust. They also want the court to say that the California Health and Safety Code which protects air quality here is violating the constitutional rights of LA people.

LADWP and MCWD talking settlement
The simple way to end this dispute is to develop a plan where Los Angeles gradually loses all rights to water in Owens Valley over a period of twenty years. In other words, they would lose 5% each year until all water is controlled locally within Owens Valley. Owens Valley would control the water and Los Angeles would pay for what they get. Just because water rights were obtained decades ago doesn't mean that we are stuck with them now. It's a simple matter of environmental ethics and we should not let legal BS get in the way of doing the right thing!
LADWP claims Mammoth has no rights to Mammoth Creek. Mammoth Water District officials say the state issued the District those rights more than sixty years ago. Mammoth claims some 2600 acre feet per year and frequently uses less.

The LADWP is nothing but a bunch of weasels! LA caused the problem and so now they should pay to fix the problem. I totally agree with WildRose! All water rights should be returned to municipalities in Owens Valley. Local control of local resources makes sense and it would stabilize local economies. Government and laws should make sense. Instead it's all geared to preserve the advantages enjoyed by the rich and the powerful, completely overlooking the shenanigans they pulled to become rich and powerful! This whole system makes me sick!
In a full-page ad in the Sunday Los Angeles Times on page 11, the LA Chamber of Commerce and two other LA business groups use DWP’s words to blame the Owens Valley for trying to protect the health of citizens from dust that still violates federal clean air standards.

LADWP pulls leases under dry lake air monitors
This is outrageous and totally unacceptable and should be sufficient reason and cause to revoke all water rights that LADWP has in the Owens Valley and surrounding areas!

Doesn't sound like the DWP is really offering much here. It sounds more like business as usual to me!
As local environmental groups stew over what some call the Department of Water and Power’s manipulative negotiations on the Owens Dry Lake and Inyo County still can’t get LA to admit that groundwater levels relate to environmental damage, the Los Angeles Times reported Wednesday that LA, in search of peace, has resolved three other disputes – rights to Mammoth Creek water, Rush Creek water, and water for the community of 40 acres at Pine Creek.

MCWD and LADWP now on course for water rights litigation
It's doubtful that this issue will ever be fully resolved to everyone's satisfaction...
Los Angeles Department of Water and Power says they are still in negotiations. Mammoth Community Water District officials say they don’t want to comment. What looked like a settlement over DWP’s attack on Mammoth’s water rights now looks iffy. A trial date has been set for September.

This sounds like an interesting presentation. March 9th in Independence (details in article).
The rebellion took various forms. Most visible was the “occupation” of the Alabama Gates in 1924, which saw hundreds of Inyo County residents take over the gates and turn the water into the valley floor. Dynamiting and other acts of sabotage also garnered lurid headlines. Generating publicity, sympathy and, often support from other entities not enamored of Los Angeles, would be one of the area’s more successful tactics, whether it involved the export of water in the 1930s, the “draining” of Mono Lake in the 1970s, or the dust storms coming off the Owens Dry Lake in the 2000s.

Letter to the editor: The real facts on LADWP :curse:
Excellent letter to the editor listing all the dirty tricks used by LADWP to get every drop of water that they can get out of Owens Valley with absolutely no concern for the environmental impact or the impact on residents of the Owens Valley. This is dirty politics at its worst!
The City of Los Angeles DWP has also masterfully employed the divide and conquer technique; pitting interest groups against each other through this Owens Lake Planning process. Always implied, never stated, is that aqueduct water “freed up” from use on Owens Lake can remain in the Owens Valley for ranches and other uses. Ranching and stock water has been intentionally and punitively reduced in the last several years, as the City has attempted to gain support for their Owens Lake position. They can’t do that unilaterally, and here is why.

Why don't they just throw out a few flower pots wherever they want "natural vegetation" and have a truck come and water them while they are at it?
