TJUSD Board Meetings - July 2019

Postby blackturtle.us » Mon Jul 15, 2019 6:04 pm

EMERGENCY MEETING - School employees and board members were the only people in attendance. The meeting was held in the high school library. Since water to the school is shut off, there was no cooling and so the library was like an oven!

HIGHLIGHTS:
1) Three buildings were YELLOW TAGGED - District Office/Auditorium, Gymnasium, and High School Cafeteria.
2) Asbestos Issues - Despite being GREEN TAGGED many buildings have not yet been inspected for possible asbestos issues. Testing will be done in the near future.
3) Elementary B-wing tile disruption makes the multi-purpose room unusable, but the rest of the elementary appears to be usable following clean up.
4) High School - Not a safe environment for many reasons despite being GREEN TAGGED. An architect is working on an estimated repair cost for the high school.
5) WATER - Currently off for the entire district because of several leaks observed at the high school. No leaks observed at the elementary and so water may be on there soon following a more careful inspection.
6) Gymnasium - Various inspectors impressed by SEVENTEEN INCH incline of gymnasium with the street end being the lower end.
7) SPORTS - Football practice starting this week and volleyball next week after gym cleared out. Currently being used as disaster resource center.
8) SAVE PLASTIC BOTTLES!!! - They could be worth a lot due to possible matching funds programs. It is estimated that a few million bottles were brought to Searles Valley and given out for free. If all collected and turned in for recycling, they could be worth a lot of money.
9) POOL - Possibly open later this week if no issue observed.
10) At this time it is anticipated that school will start as planned on August 19th. ( http://www.blackturtle.us/TTA/cal20.jpg )

REGULAR BOARD MEETING planned for Thursday, July 18th. ( http://www.blackturtle.us/TTA/BMJULY19.pdf )

Schools Are Using 'Aggression Detecting' Mics That Are Set Off By Coughing, Slamming Locker Doors To Head Off The Next School Shooting
Commonsense tells me that this is a waste of money. However, experience tells me that those who run schools (and school systems, for that matter) more often than not lack commonsense.
Preventing violence at schools is a noble goal, but many of the solutions are just repackaged law enforcement products that treat campuses as high-crime areas. The latest developments being pitched to schools aren't innovative. They're just another way to help administrators view students as persons of interest in crimes yet to be determined.

Investigation launched after bus carrying kids bursts into flames
Little heathens probably didn't pray hard enough while at church camp. It was an act of God! Either that just a simple case of spontaneous combustion. Seems to be a lot of that lately.

Outrage after Pennsylvania school district sends threatening letter to parents :roll2:
There's no shortage in this world of irresponsible, deadbeat parents, but the threat contained in this letter seems a bit much!

Rumors of a late start are going around. Any info? I've heard that it take as late as September to repair the facilities.

EMERGENCY BOARD MEETING - July 25, 2019
Head of maintenance provided updates on facilities and board gave him the ability to work with contractors without the need for individual approval of each contract in order to facilitate emergency repairs. Most interesting information:
1) An assistant superintendent from Butte County will provide advice to local leaders next week. Butte County dealt with a number of emergencies caused mostly by fires and has been through the process of making emergency repairs several times. This person will share insights with our head of maintenance and superintendent.
2) OPSC (Office of Public School Construction) - will also meet with district leaders next week. The district will talk with them before initiating any actual repairs.
3) CAL OES, FEMA, etc. - Lots of organizations may offer financial assistance, but each has a different process to follow for requesting help.
4) High School - No water as of yet. Water line will be rerouted, but work will take at least two weeks after start of project, which must be coordinated with relevant agencies. Possible asbestos issues may complicate this.
5) START OF SCHOOL - Right now it looks doubtful that school will start as scheduled on August 19th. It looks more like like September 3rd will be start date, but the decision has not yet been made.
6) Two Options For High School - Use of portables (which are a lot more expensive than you'd think) or moving to A-wing of "Round School," resulting in lots of teachers moving stuff all over the place and then back again a few months later. Either option would be temporary until high school repaired. [Round School in good shape and so HS and elem may have to double up for awhile. However, this is only a possibility at this time and no decision has been made.]
7) Goal Posts - $18K to replace! A board member noted that goal posts are seldom used in actual games.
8) Damage to facilities estimated to be in the millions. An architectural firm provided an estimate since both Cal OES and FEMA wanted numbers. Repair costs increased since some issues will require additional work to bring things up to code. In other words, it's not just a matter of repairing things to the state they were in before earthquake. If work done, it must be up to code which costs addition money!
9) Lots of paperwork to apply for financial help. Very complicated, bureaucratic red-tape type of situation.
10) Sierra Sands donated four palettes of granola bars and we already had twenty-two palettes of bottled water.
11) SWIMMING POOL OPEN! It was mentioned that not a lot of people are taking advantage of the pool and that hours may be cut back!
12) Also a rumor of Facebook group planning to sneak onto campus and make repairs. A name was mentioned, but I won't say who!!!

This is the item that concerns people most. When will the announcement be made? I know a lot of people don't like the idea of moving grades 7-12 to the round school and some have even said they'll move if that happens, but the biggest issue right now is WHEN WILL SCHOOL START?!!!

twister: People often say that they'll move if such and such happens, but they seldom do. Some parents might not like the idea of combining schools, but if it saves a million or so dollars, then maybe it's the best solution. What I'd be worried about if I were running the school is how many students moved because their parents lost their jobs due to the earthquakes. SurfSteve said that at least some businesses have closed. I've also heard from other sources which confirm that claim. Additionally, it may be weeks before the chemical plant gets back up to full production and in the meantime people may be laid off, particularly temporary employees. So, if I were running the school I'd consider my options and make the prudent choice. Consider the costs, impact, objections, etc. and do the best you can with what you got.
