Nothing has been decided, but school in the middle of the summer seems a little extreme.

Newsom has made quite a few unpopular decisions lately. He must not be planning on getting re-elected.

Newsom considers possibly starting next school year in July
I would put the graduation of high school seniors on hold until they make up the time, but for other grades they can just catch up over the course of the upcoming years. However, graduating seniors must be able to demonstrate normal competence and not just be given a diploma just because a particular date is reached.

Don't fail to get children vaccinated. Remember that diseases like measles are a lot more serious than COVID-19.

Great idea! Most kids nowadays have no idea what it means to actually EARN something. They're used to things just being handed to them and they get trophies for merely participating. Make graduating seniors put in two solid months of school over the summer before allowing them to graduate. Teach them that in life sometimes you actually must EARN what you receive!

The important thing is that assessment be fair and free of bias. The problem is that those who are likely to create online assessment systems are likely to intentionally build in certain ideological biases. That's what's scary about the prospect of online assessment. Classroom assessment is not free of bias, but there is no single centralized authority and so there is no single unified ideological bias. The more insidious aspect of all this is that these intentional biases can be very subtle and use unexpected input parameters which may intrude on the privacy of students.
As the arms race between students and proctoring services escalates, it's surely time to ask whether the problem isn't people cheating, but the use of old-style, analog testing formats in a world that has been forced by the coronavirus pandemic to move to a completely digital approach. Rather than spending so much time, effort and money on trying to stop students from cheating, maybe we need to come up with new ways of measuring what they have learnt and understood -- ones that are not immune to cheating, but where cheating has no meaning.

Some employers use software to monitor employees working from home
This software could also be used to monitor students. Seems like a lot of expense though. Not only would the school need to pay for the software, but people to review the data and then to deal with students not meeting expectations.

cloud: Talk about invasion of privacy! What if a monitor activates the camera when a student is undressed? Eavesdropping on conversation is another issue. This is completely and totally unacceptable and any school (or employer for that matter) using this kind of software should be dealt with in an extremely harsh manner.

pdm: Always put tape over the camera! Also figure out how to turn off the mic and other things like that. I guess their software can turn the mic back on, but it can't see through tape!

Some devices have a camera embedded in the screen. You could figure out the exact spot and put tape there, but that wouldn't be that great of a solution. There have been lots of cases over the years of school employees in districts across the nation who activate a camera and spy on kids while they are home. That's an invasion of privacy and it's pretty much impossible to deploy any kind of software or device which doesn't provide a way for someone to do this sort of thing and most often it's a school tech employee, but it could be someone working for a software company or just a hacker who figures out how to gain access in all sorts of different ways.

I'd be very suspicious of any kind of monitoring software that could be used to keep track of a student. That would make me very uncomfortable and I would not want that in my home!
