Some devices have a camera embedded in the screen. You could figure out the exact spot and put tape there, but that wouldn't be that great of a solution. There have been lots of cases over the years of school employees in districts across the nation who activate a camera and spy on kids while they are home. That's an invasion of privacy and it's pretty much impossible to deploy any kind of software or device which doesn't provide a way for someone to do this sort of thing and most often it's a school tech employee, but it could be someone working for a software company or just a hacker who figures out how to gain access in all sorts of different ways.
